Pension supervisors strengthen global oversight

The International Organisation of Pension Supervisors (IOPS) approves a series of guidelines and reports designed to strengthen the supervisory oversight of global pension systems and protect vulnerable pension fund members and retirees in the face of challenging and volatile economic conditions.

IMF publishes findings of Governance Practices at Financial Regulatory and Supervisory Agencies survey

The IMF has published a paper summarising the results of a survey of financial supervisory agencies in IMF member countries conducted in 2007. The survey asked respondents about their governance structure and practices, as well as practices and policies related to public transparency and accountability.

Private Pensions and Policy Responses to the Financial and Economic Crisis

This IOPS Working Paper discusses responses to the current financial and economic crisis by regulators, supervisors and policy makers in the area of private pensions. It focuses on the role of private pensions in complementing public systems and on how to design pension systems to introduce some degree of protection, improve sustainability of funding, enhance management and supervision, and step up disclosure and communication.

The IOPS invited public comment on the draft guidelines for supervisory intervention, enforcement and sanctions.

The guidelines are intended to reflect international good practice regarding the powers which are needed by supervisory authorities in relation to intervening, applying sanctions and enforcing action in regards to the pension entities they oversee, and how these powers should be used in order to maximise benefits and minimise costs.

Recent developments in Albanian pension reform

The AFSA has recently sent to the Ministry of Finance the draft law on “On Voluntary Pension Funds” . The purpose of drafting a new law on voluntary pension funds is to develop the legal framework for defined contribution pension funds. The project law was drafted in compliance with the EU directive and OECD- IOPS principles of private pension supervision.

IOPS Appoints a new Vice President and Technical Committee Chairperson

At the Occasion of the 2008 AGM the IOPS appointed Solange Berstein, Superintendent of Pension Funds in Chile, as Chair of the Organisation’s Technical Committee. Mr. Edward Odundo, Chief Executive of the Retirement Benefits Authority in Kenya will replace Ms. Berstein Vice President of the Organisation.
Mr. Will Price, from the UK’s Pensions Regulator was appointed as Vice Chairman of the Technical Committee.
Representative authorities from Hungary, the Netherlands, South Africa and the United Kingdom were also elected at the AGM to serve on the IOPS Executive Committee.

OECD/IOPS MENA Workshop on private pension regulation and supervision, Cairo, Egypt, 2-3 February 2009

The workshop focused on issues relative to pension supervision and regulation which are subject of intense policy debate in the majority of the countries around the world and in particular in the MENA region. Discussion concentrated on development of risk based approach to pension supervision, regulatory and industry initiatives aimed to enhance pension fund governance, innovative strategies being adopted by the supervisory authorities to respond to the shift from define benefit to define contribution pension arrangements and to financial education.

OECD/IOPS Global Forum on Private Pensions: Mombasa, Kenya, 30-31 October 2008

The OECD/IOPS Global Forum on Private Pensions took place on 30-31 October 2008 in Mombasa, Kenya. The Global Forum was organised back to back with the IOPS Technical and Executive Committee meetings on 29 October 2008 and the  IOPS Annual General Meeting on 30 October 2008.

7th Meeting on Social Security and Complementary Pensions Systems: 6 June 2008

The Research Centre on Financial Economics (CIEF) of the School of Economics and Management of the Technical University of Lisbon, Portugal is organising the 7th Meeting on Social Security and Complementary Pensions Systems – Pensions Funds Ethics and Governance to be held on June 6, 2008.
This meeting aims to offer a forum for researchers (Ph.D. students, Post docs and others) to present and discuss with a competent audience their theoretical or empirical papers.

International Conference on Financial Education: 7-8 May 2008, Washington, D.C.

This conference sought to advance and elevate the dialogue on financial education in the international arena.

The conference gathered high-level officials and experts from OECD and emerging economies. It was a unique arena for discussion between key stakeholders of critical issues and challenges relative to financial education for policy and decision makers and to share relevant best practices.

OECD/IOPS Global Forum on Private Pensions: Beijing, China 14-15 November 2007.

The OECD/IOPS Global Forum on Private Pensions was held on 14 November (afternoon session) and 15 November 2007. This event was co-organised and co-sponsored by the China Insurance Regulatory Commission (CIRC). The OECD/IOPS Global Forum, being a part of the OECD programme of co-operation with non-member economies, was organised under the aegis of the OECD Working Party on Private Pensions, with sponsorship by the Government of Japan, and under the aegis of the IOPS.

APEC Pensions and Annuities Markets Seminar

The World Bank/IOPS 4th Contractual Savings Conference: Supervisory and Regulatory Issues in Private Pensions & Life insurance - April 2008

The conference was hosted by the Insurance and Pensions Supervisory Commission of Poland and discussed the issues of the role, structure, organization and methods of conducting the effective pensions supervision.
