IMF publishes findings of Governance Practices at Financial Regulatory and Supervisory Agencies survey

The IMF has published a paper summarising the results of a survey of financial supervisory agencies in IMF member countries conducted in 2007. The survey asked respondents about their governance structure and practices, as well as practices and policies related to public transparency and accountability.

Private Pensions and Policy Responses to the Financial and Economic Crisis

This IOPS Working Paper discusses responses to the current financial and economic crisis by regulators, supervisors and policy makers in the area of private pensions. It focuses on the role of private pensions in complementing public systems and on how to design pension systems to introduce some degree of protection, improve sustainability of funding, enhance management and supervision, and step up disclosure and communication.

The IOPS invited public comment on the draft guidelines for supervisory intervention, enforcement and sanctions.

The guidelines are intended to reflect international good practice regarding the powers which are needed by supervisory authorities in relation to intervening, applying sanctions and enforcing action in regards to the pension entities they oversee, and how these powers should be used in order to maximise benefits and minimise costs.

EFRP 2009 European Pension Funds Congress: 17 November, Frankfurt, Germany

The main purpose of the conference is to provide the opportunity for a stimulating debate with leaders of the European pension funds community on a number of private pension policy issues.
The Congress will dedicate a session to DC pension provision, the fastest growing segment of the private pension market in Europe. It will present important EFRP research on DC pension provision in Europe.

IOPS Caribbean Regional Workshop on private pension supervision, 8-9 October, Jamaica

The workshop aimed to address a wide range of topics which are of interest to supervisory agencies in the Caribbean region as well as other countries globally. The application and use of the internationally agreed IOPS Principles of Private Pension Supervision was also be considered, and ways to reinforce supervisory coordination in the Caribbean region (including consideration of the development of a Caribbean Association of Pension Supervisors) were discussed.

OECD/IOPS Global Forum on Private Pensions: Pension Reform and Developments in Latin America, 14-15 October 2009

The OECD and the IOPS will jointly organise the Global Forum on Private Pensions in Latin America to be held on 14-15 October 2009 in Rio de Janeiro, Brazil. The Global Forum will be followed by the IOPS Committee meetings and Annual General Meeting to be held respectively on 15 and 16 October.

The Global Forum will examine reform progress and recent pension fund industry developments in the Latin American region, focusing on the main challenges facing DC private individual pension schemes – the main type of retirement arrangements in the region.

FIAP International Seminar 2009: “Investments and Payouts in Funded Pension Systems”: 28-29 May 2009, Warsaw, Poland

The First CEEC Forum Conference, Tuesday, 24 March 2009, Budapest, Hungary

The CEEC Forum Conference was organised on 24 March 2009. The event was hosted by the Hungarian Financial Supervisory Authority and the conference program included speakers from that Institution as well as from the International Organisation of Pension Supervisors.

Topics discussed included:  pay-out phase of mandatory DC pension accounts; testimonials: financial crisis and mandatory private pension systems; investment restrictions and supervision for mandatory pension management companies /providers.

OECD/IOPS MENA Workshop on private pension regulation and supervision, Cairo, Egypt, 2-3 February 2009

The workshop focused on issues relative to pension supervision and regulation which are subject of intense policy debate in the majority of the countries around the world and in particular in the MENA region. Discussion concentrated on development of risk based approach to pension supervision, regulatory and industry initiatives aimed to enhance pension fund governance, innovative strategies being adopted by the supervisory authorities to respond to the shift from define benefit to define contribution pension arrangements and to financial education.
