Middle East and North Africa

The countries in the Middle East and North Africa, of great strategic importance to OECD members, are increasingly interested in a closer relationship with the OECD. The main focus of OECD's work is the MENA Initiative on Governance and Investment for Development. It is a regional effort, initiated and led by countries in the Middle East and North Africa (MENA).

 

The MENA initiative promotes broad reforms to enhance the investment climate, modernise governance structures and operations, strengthen regional and international partnerships, and promote sustainable economic growth throughout the MENA region. The Initiative aims to strengthen countries’ capacity to design and implement policy reforms. It facilitates policy dialogue and sharing of experience on public governance and investment policies among policy makers from MENA countries and their OECD counterparts.

 

The Initiative consists of two programmes:

  • Good Governance for Development aimed at modernising public governance structures and processes.

Participating countries: Algeria, Bahrain, Dubai, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Qatar, Palestine, Sudan, Syria, Tunisia, United Arab Emirates and Yemen;

  • Investment Programme aimed at improving investment climate and policies.

Participating countries: Algeria, Bahrain, Djibouti, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Palestine National Authority, Qatar, Saudi Arabia, Syria, Tunisia, United Arab Emirates and Yemen.

 

Both programmes have Working Groups and a Steering Group chaired by a MENA country and co-chaired by an OECD country. They rely on country teams to develop national action plans and focus on concrete actions and time-bound results, combined with an ongoing monitoring and support system.

 

The programmes follow a sequence of: (1) stocktaking of the current reform efforts in MENA countries; (2) development of country action plans; and (3) monitoring the implementation of policy reforms, which ultimately could allow the introduction of peer reviews among the MENA countries.
