Working Group 3: Providing a Tax Framework for Investment and Assessing Tax Incentives

The broad objectives of this Working Group (WG3) are to review current tax policies and tax administration systems in MENA countries to assess their role in shaping direct investment flows and meeting tax revenues targets; consult with business, government officials and other international organisations to identify possible tax impediments to investment in the region, and to identify parallel efforts; elaborate best practices that could be expected to improve the investment climate; and develop with each participating country an action plan to strengthen the tax and investment environment.  WG3 will interact with other working groups, particularly WG2 in addressing financial and regulatory incentives as well as with leading investors in the MENA region. 

Outputs that have been agreed upon as result of the WG meetings include: (i) Synthesis report on tax systems and tax incentives in MENA countries; and broad (preliminary) observations on elements/features potentially in conflict with goals of project, (ii) synthesis report on non-tax (financial/regulatory) incentives for investment in MENA countries, (iii) report on barriers to investment, preliminary policy related observations in relation to the goals of the project, and (iv) capacity building seminars and workshops.
