Fiscal policy, says the latest Latin American Economic Outlook (LEO 2009) from the OECD’s Development Centre, can be a powerful tool for economic, political and social development in Latin America if taxes are raised efficiently and fairly and spending is directed to promoting growth and reducing poverty and inequality.

Participants in this Global Forum Workshop discussed their experiences with innovative financing mechanisms for development. Focusing on the health sector, and drawing more particularly on a case study on the International Finance Facility for Immunisation, the aim meeting allowed for a useful lessons sharing exercise aiming at the improvement and future design of financing mechanisms. Latin America is the only region in the developing world where the majority of the population lives in urban areas. The OECD and the Inter-American Development Bank presented the results of a research project assessing efforts to improve the quality of life in Latin America's rapidly growing cities.

This presentation by Javier Santiso, Director of OECD Development Centre, was presented in the framework of France 2025, a project launched by Eric Besson, French Secretary of State for Strategic Planning, Public Policy Evaluation and the Development of the Digital Economy, which aims to draft the different future development scenarios for the country and recommend winning strategies for the next fifteen years.

Moreover, they are not just home-owned, but home-grown. Our publications and events on "ownership" have been core ingredients of last weeks discussions on the issue at the Accra High-Level Forum on Aid Effectiveness (2-4 September).

This year’s Plenary of the Global Forum brought together senior policy makers and experts to discuss “ownership”, the first principle of the Paris Declaration on Aid Effectiveness. Participants grappled with controversial issues like conditionality, called for more transparent and predictable aid, and agreed on the need to support Southern research institutions and think tanks.

Africa’s average real GDP grew by 5.7 per cent in 2007. The 2008 African Economic Outlook report , jointly published by the African Development Bank, the OECD Development Centre and the UNECA expects the rate of GDP growth to strengthen to about 6 per cent in 2008 and in 2009.

The second edition of the Development Centre’s best-selling volume was launched in Beijing on 25 March at a ceremony presided over by OECD Secretary-General Angel Gurría. In this book, also available in Chinese, Professor Angus Maddison is projecting sustained growth for China that should produce higher per capita income and the largest economy on the planet by 2015.
